Burn ban lifted, but with restriction

The commissioners urge citizens to use "common sense" about burning if the wind is blowing.
The level of the KBDI Index (the drought level measuring system) is at 507 as of this morning. The commissioners place the burn ban when the level is above 520, so despite the recent rain, there is still a heightened risk of the fire spreading.
The restriction on the burn ban is you can only burn is the wind is blowing less than 20 mph.
